Cass G. Gentry sees instructional technology as a subset of educational technology:

"A term often used interchangeably with educational technology, instructional technology (IT) presents refinements not found in meanings of educational technology"

"Instructional technology can be viewed as a subset  of a larger technology, that is, educational technology."

Professor Thomas Reeves defines educational technology as:

"using technology as tools to support teaching and learning. It's learning from, with, and about media and technology "

Dr. Reeves points out one subtle difference between educational technology and instructional technology:

educational technology "is more craft or art than science" whereas instructional technology "claims to have a scientific foundation"

The Educational Technology Dept. at San Diego State University defines educational technology with a focus on the emerging technologies and behavioral/learning theories...

"Educational technology is the application of research, learning theory, emergent technologies, and child and adult psychology to solving instructional and performance problems."

University of North Carolina at Charlotte Media Services defines educational technology almost exactly like instructional technology....

"What is educational technology?

Educational technology is the application of research, learning theory, emergent technologies, and child and adult psychology to solving instructional and performance problems. The Presidential Commission on Instructional Technology highlighted four areas in which educational technologists perform:

The Educational Technology Training  Center  is the provider of the InTech Program focusing on instructional technology...

"The vision behind InTech is one of excellent instruction,  improved student learning, and restructured school design to meet the needs of the 21st century workplace. These goals are dependent upon a systemic commitment to the use of instructional technology as a tool for meeting Georgia's curricular and academic goals."

National educational technology goals sound similar to instructional technology....
